Similar problem. Not work google page and other it services google.
Google Chrome normal work.

Google is in the process of updating it's site certificates.
Apps like UC browser may need to update their security interface.
Failures show up as 'Connection not private'.
The SSL_PINNED_KEY_NOT_IN_CERT_CHAIN may be a variant of this.

The key to identifying the souce of the Windows GMail failure case is to
-click the NET::ERR_SSL_PINNED_KEY_NOT_IN_CERT_CHAIN  tag
-look at the second, intermediate certificate PEM block.  
-If it begins MIIEXDCCA0SgAwIBAg...
==> then a failed root cert update is likely the problem

Google is updating it's site authority certificates.
Failure to update local (PC) certificates results in a Connection not private error
The ERR_SSL_PINNED_KEY_NOT_IN_CERT_CHAIN failure may be a variant of this.
